STUDY TO DEVELOP AN INFORMATION SYSTEMS MODEL TO BE USED AS A STATE GUIDE FOR IMPLEMENTING A UNIFORM INFORMATION SYSTEM WITHIN THE WYOMING DISTRICT COURTS AND TO CONTRIBUTE DATA TO DEVELOP A SYSTEMS EVALUATION MODEL.
Abstract
THE STUDY WAS UNDERTAKEN TO FIND A WAY TO PROVIDE THE STATE WITH A UNIFORM CRIME REPORTING SYSTEM, TO IMPROVE THE EFFICIENCY OF INTERNAL COURT OPERATIONS, AND TO IMPROVE THE EFFECTIVENESS OF COMMUNICATIONS BETWEEN THE COURTS AND OTHER LAW ENFORCEMENT AGENCIES. THE INTERNAL RECORDS MANAGEMENT PROCEDURES AND INFORMATION SYSTEMS WERE INVESTIGATED AND THE INFORMATION FLOW BETWEEN THE COURT AND OFFICES PERIPHERAL TO THE COURT FUNCTION WERE STUDIED IN THE SECOND AND SEVENTH DISTRICT COURTS IN WYOMING. DATA WAS OBTAINED THROUGH INTERVIEWS WITH COURT PERSONNEL, AN ANALYSIS OF THE PRESENT SYSTEMS, CONSTRUCTION OF THE COURT INFORMATION SYSTEMS MODEL, AND AN EVALUATION OF THE SYSTEM. RECOMMENDATIONS INCLUDE CONTINUING SEPARATION OF THE JUDICIAL SYSTEM FROM BUDGETARY AUTHORITY, RELOCATION OF CASE INDICES FOR GREATER ACCESSIBILITY TO THE COURT'S PUBLICS, AND CONDUCTING A STUDY OF THE RESULTS OF USING SIX-MAN JURIES CONTRASTED WITH THE USE OF TWELVE-MAN JURIES.
