INFORMATION ON BRITISH DETENTION CENTERS, A SPECIAL FORM OF CUSTODIAL TREATMENT FOR OFFENDERS BETWEEN THE AGES OF 14 AND 21 YEARS, IS PROVIDED TO ASSIST PERSONS WORKING WITH DETENTION CENTERS AND AFTER-CARE CASES.
Abstract
DETENTION CENTERS ORIGINATED WITH THE CRIMINAL JUSTICE ACT OF 1948. DETENTION CENTERS PROVIDE FACILITIES FOR TREATING YOUNG OFFENDERS FOR WHOM A LONG PERIOD OF RESIDENTIAL TREATMENT AWAY FROM THEIR COMMUNITY IS CONSIDERED NEITHER NECESSARY, NOR JUSTIFIED BY THE OFFENSE COMMITTED. PROGRAMS AT THE CENTERS ARE PHYSICALLY RIGOROUS, MAKING THEM UNSUITABLE FOR THOSE EITHER PHYSICALLY OR MENTALLY HANDICAPPED. THE SHORT PERIODS OF DETENTION DO NOT PERMIT VOCATIONAL TRAINING, BUT WORK DISCIPLINES ARE ENGENDERED. APPROPRIATE EDUATIONAL SERVICES ARE PROVIDED FOR DIFFERENT AGE GROUPS. PROBATION OFFICERS ARE RESPONSIBLE FOR MAKING ARRANGEMENTS FOR THE RELEASE OF AN INMATE, INCLUDING PREPARATION FOR APPROPRIATE AFTER-CARE SERVICES. THE INFORMATION PROVIDED IN THIS HANDBOOK INCLUDES (1) STATUTES BEARING UPON THE USE OF THE DETENTION CENTER; (2) PROCEDURES FOR PLACEMENT IN DETENTION CENTERS; (3) REMISSION OF DETENTION CENTER SENTENCES AND THE GRANTING OF A DISCHARGE LICENSE; (4) ASSISTANCE FOR VISITORS TO CENTER RESIDENTS; (5) THE RESPONSIBILITIES OF DETENTION CENTER SOCIAL WORKERS; (6) DETENTION CENTER RULES; (7) THE COMPOSITION AND FUNCTIONS OF THE BOARD OF VISITORS, WHICH HAS THE RESPONSIBILITY OF INVESTIGATING INMATE COMPLAINTS; (8) TEMPORARY RELEASE FROM DETENTION CENTERS; (9) THE AMOUNT OF MONEY GIVEN TO RESIDENTS UPON DISCHARGE; (10) PROHIBITION OF INMATE FIREARM POSSESSION; (11) THE PROHIBITION OF THE TATTOOING OF MINORS. THE LOCATIONS OF THE DETENTION CENTERS AND THE FORMS USED IN THE ADMISSION AND DISCHARGE OF CENTER RESIDENTS ARE PROVIDED IN THE APPENDIXES. (RCB)
