Abstract
THIS ARTICLE DESCRIBES THE PROBLEMS INVOLVED IN SIMPLISTIC APPROACHES TO JOB DEVELOPMENT FOR NONPROFESSIONALS. IT ILLUSTRATES A DEVELOPMENTAL APPROACH TO JOB AND CAREER DESIGN, DRAWING UPON PRINCIPLES OF SYSTEMS ANALYSIS AND FUNCTIONAL JOB ANALYSIS, WHICH CAN BE USED AS A GUIDE BY THE STAFF OF AN AGENCY TO DEVELOPING A SOUND NEW CAREERS PROGRAM. A FIVE STEP CAREER LADDER IN URBAN PLANNING WITH PARTICULAR REFERENCE TO THE MODEL CITIES PROGRAM IS OUTLINED. AUTHOR ABSTRACT
