CITIZEN AND POLICE ALLEGATIONS IN A NORTHEASTERN CITY IN 1972 REFLECT POLICE INVOLVEMENT WITH NARCOTICS, LARCENY, BRIBERY, GAMBLING, AND TOWING AND TRAFFIC VIOLATIONS.
Abstract
THE LARGEST AREA OF POLICE COMPLAINTS CENTERED AROUND NARCOTICS LAW ENFORCEMENT. FOR THE MOST PART, THESE ALLEGATIONS RELATED TO PROTECTION RACKETS. ONLY A SMALL PERCENT WERE FOR THE SALE OF NARCOTICS BY POLICE. GAMBLING, ONCE THE PRIME SOURCE OF POLICE CORRUPTION, ACCOUNTED FOR APPROXIMATELY 12 PERCENT OF THE COMPLAINTS. THE AUTHOR STATES THAT PAST EXPERIENCE INDICATES THAT AS CERTAIN CRIMINAL ACTIVITY BECOMES SYSTEMATIC AND ORGANIZED, THE POLICE WILL BE BROUGHT INTO THE ILLEGAL GOING CONCERN.
