FINAL REPORT ON THE 1975 ACTIVITIES OF A PROJECT TO REPLICATE THE DES MOINES PROJECT IN DULUTH, MINNESOTA.
Abstract
THE PROJECT CONSISTS ESSENTIALLY OF THREE COMPONENTS: RELEASE ON OWN RECOGNIZANCE (ROR), SUPERVIZED RELEASE (SR), AND INTENSIVE PROBATION. THE ROR UNIT DISCONTINUED OPERATION AT THE END OF THE YEAR. PROJECT ADMINISTRATORS DETERMINED THAT UNDER NEW MINNESOTA RULES OF CRIMINAL PROCEDURE, THE ENTIRE ROR FUNCTION IS THE DUAL RESPONSIBILITY OF LAW ENFORCEMENT AND THE PROSECUTORS' OFFICES. THE YEAR'S ROR ACTIVITIES ARE DESCRIBED. DATA SHOW THAT 542 CASES WERE REFERRED TO THE SR UNIT DURING THE YEAR, OF WHICH ALMOST 30 PERCENT INVOLVED FELONY CHARGES. APPROXIMATELY 17 PERCENT OF THOSE REFERRED TO SR WERE REFUSED AS BAD RISKS OR BECAUSE OF HOLDS REQUESTED BY OTHER AGENCIES. AT THE END OF THE FIRST YEAR, LESS THAN 4 PERCENT OF THOSE ON SUPERVISED RELEASE WERE SAID TO HAVE BEEN CHARGED WITH NEW OFFENSES. DATA ON THE ACTIVITIES OF THESE TWO UNITS ARE INCLUDED IN APPENDIXES. SUPPLEMENTS INCLUDE A TWO YEAR DESCRIPTION OF THE JOB DEVELOPMENT PROGRAM ACTIVITIES AND A PRETRIAL SERVICES ANNUAL REPORT SUPPLEMENT THROUGH FEBRUARY 1976.
