LAW ENFORCEMENT IS A COMMUNITY FUNCTION AND POLICE UNITS ARE SERVICE UNITS.
Abstract
THE INVOLVEMENT OF THE ENTIRE COMMUNITY IN LAW ENFORCEMENT IS AN ABSOLUTE NECESSITY. POLICE MUST BE PART OF THE COMMUNITY IN WHICH THEY OPERATE. A POLICE DEPARTMENT, TO OPERATE WITH ANY DEGREE OF EFFICIENCY, MUST HAVE THE COOPERATION AND GOOD WILL OF THE ENTIRE COMMUNITY IN WHICH IT IS LOCATED AND PART OF. WITH THE ESTABLISHMENT OF THE DES MOINES POLICE-COMMUNITY RELATIONS UNIT, THE INITIAL STEP HAS BEEN TAKEN TO CREATE A CLOSER RELATIONSHIP BETWEEN THE POLICE AND THE COMMUNITY, SO THAT BOTH CITIZENS AND POLICE CAN WORK JOINTLY IN ATTEMPTING TO SOLVE THE PROBLEMS OF THE COMMUNITY. MOST OF OUR PROBLEMS TODAY ARE NOT SOLELY POLICE PROBLEMS BUT SOCIETY PROBLEMS BLAMED ON THE POLICE. POLICE ARE PART OF OUR SOCIETY AND PART OF THE PROBLEM AND ALL MUST WORK HAND IN HAND TO SOLVE OR TRY TO SOLVE THIS TREMENDOUS SOCIETY PROBLEM. POLICE-COMMUNITY RELATIONS IS OUR WAY OF DOING MORE THAN OUR SHARE TO GET THE JOB DONE AND IT MUST BE DONE. (AUTHOR ABSTRACT)
