FIVE OF THE SIX LEAA-SPONSORED REPLICATION SITES FOR THE DES MOINES PROJECT (IOWA) TECHNOLOGY TRANSFER ARE EVALUATED. THE FIVE ARE: BATON ROUGE, LA.; DULUTH, MINN.; ORLANDO, FLA.; AND SAN MATEO COUNTY, CALIF.; AND SALT LAKE CITY.
Abstract
THE DES MOINES PROJECT WAS BEGUN IN 1971 TO COORDINATE, INTEGRATE, AND DEVELOP PROGRAM ALTERNATIVES TO TRADITIONAL CORRECTIONS. IN ALL, 13 CLAIMS WERE MADE BY THE PROJECT CONCERNING THE BACKGROUND OF OFFENDERS, THE EFFECT OF SUCH BACKGROUNDS ON RECIDIVISM, AND THE ABILITY OF THE DES MOINES PROJECT TO HELP THE IMPRISONED NEEDY AND EQUALIZE JUSTICE. UNDER THE LEAA EXEMPLARY PROJECT PROGRAM, THE FIVE SITES MENTIONED ABOVE AND ONE AT VANCOUVER, CANADA, WERE SELECTED TO TEST THE EFFECTIVENESS OF TECHNOLOGY TRANSFERRED FROM THE DES MOINES PROJECT TO THESE OTHERS. FOUR PROJECT PROGRAMS (RELEASE ON RECOGNIZANCE, SUPERVISED RELEASE, INTENSIVE PROBATION, AND COMMUNITY CORRECTIONS) AND ALL 13 CLAIMS WERE EVALUATED. LITTLE ACTUAL IMPACT OF THE DES MOINES PROJECT PROGRAMS WAS FOUND. THE PROGRAMS HAD LITTLE IMPACT ON RECIDIVISM; THEY DID NOT EQUALIZE JUSTICE FOR SOCIALLY DISADVANTAGED DEFENDANTS. ONLY A FEW OF THE PROGRAMS EXTENSIVELY UTILIZED EXISTING COMMUNITY RESOURCES AND MOST PROGRAMS PROVIDED THEIR OWN REHABILITATIVE SERVICES. ONLY THE RECOGNIZANCE PROGRAM WAS FOUND TO BE CLEARLY COST EFFECTIVE FOR BOTH MISDEMEANANTS AND FELONS. THE EVALUATION MAKES EIGHT RECOMMENDATIONS REGARDING MODIFICATIONS OF PROCEDURES INVOLVED IN TECHNOLOGY TRANSFERS, CHANGES NEEDED IN THE DES MOINES PROJECT, AND TRANSFER OF RESEARCH AND EVALUATION RESPONSIBILITY FROM NATIONAL TO LOCAL AGENCIES. FOOTNOTES ACCOMPANY THE TEXT THROUGHOUT. SIX ILLUSTRATIONS AND 40 TABLES ARE INCLUDED. A SECOND VOLUME CONTAINS THE APPENDIXES, WHICH DESCRIBE IN DETAIL EACH OF THE SITES SELECTED FOR EVALUATION.
