THESE DELAWARE CRIMINAL JUSTICE SYSTEM STANDARDS AND GOALS WERE PROPOSED BY THE GOVERNOR'S CRIME REDUCTION TASK FORCE AND RELATE TO LAW ENFORCEMENT, THE COURTS, CORRECTIONS, AND INTERACTION BETWEEN THESE AGENCIES.
Abstract
THE STANDARDS AND GOALS WERE DEVELOPED FOLLOWING AN EXTENSIVE PROJECT ENTAILING REVIEW, SELECTION, AND ADAPTATION OF OBJECTIVES SET BY THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS AND FORMULATION OF ADDITIONAL GOALS. STANDARDS REFERRING TO DELAWARE'S LAW ENFORCEMENT COVER SUCH AREAS AS LIMITS OF AUTHORITY, POLICE DISCRETION, POLICE RELATIONS WITH THE COMMUNITY AND WITH NEWS MEDIA, SALARY, TRAINING, EDUCATION, INTERNAL DISCIPLINE, AND COMPLAINT-HANDLING DEVICES. COURT STANDARDS AND GOALS PERTAIN TO SCREENING PROCEDURES AND CRITERIA, PLEA NEGOTIATION POLICIES AND PROCEDURES, TIME FRAMES FOR PROMPT PROCESSING, PRIORITY CASE SCHEDULING, CITATION AND RELEASE OF OFFENDERS ON RECOGNIZANCE, DIVERSION, AND UNIFICATION OF THE STATE'S COURTS. STANDARDS FOR CORRECTIONS TOUCH UPON ISSUES SUCH AS USE OF DIVERSION, COMMUNITY-BASED ALTERNATIVES TO CONFINEMENT, SERVICES TO PROBATIONERS, AND DESIGN CHARACTERISTICS FOR A CORRECTIONAL INFORMATION SYSTEM. AN OUTLINE DESIGNATES AREAS OF INTERAGENCY COOPERATION ON STANDARDS. INFORMATION IS PROVIDED ON THE TASKS AND PROCESSES INVOLVED IN DEVELOPING THE STANDARDS. (DAG)
