Abstract
SEVERAL OUTLINES WITH REVISIONS PROVIDE A PATTERN OF TRANSITION FROM ORIGINAL DESIGN TO SELECTED OUTLINE. THE DRAFTS WERE REVIEWED BY STAFF PERSONNEL AND SUBMITTED TO POLICE ACADEMIES AND EXECUTIVES FOR TRIALS AND REVIEWS. SECOND DRAFTS WERE PREPARED, AFTER COMMENTS ON THE FIRST, BEFORE FINALIZATION. APPENDIXES CONTAIN A LIST OF PRELIMINARY OBJECTIVES, COMMENTS BY A POLICE COMMISSIONER ON THE OUTLINE, CROWD AND RIOT BEHAVIOR FACTORS, AN ACTUAL CASE INCIDENT, AND CONFEREES' ANALYSIS OF CAUSES OF STUDENT UNREST.
