THIS REPORT IS A STUDY OF ONE POLICY DECISION INVOLVING THE POLICE COMMISSIONER OF THE CITY OF NEW YORK.
Abstract
IN 1966 A MAJOR POLICY CHANGE WAS MADE IN THE CHARACTER EVALUATION PHASE OF THE SELECTION PROCESS FOR ENTRANCE INTO THE CITY OF NEW YORK POLICE DEPARTMENT. THE PURPOSE WAS TO REDUCE THE POSSIBILITY OF DISCRIMINATION AGAINST NEGROES AND PUERTO RICANS, AND PERHAPS BY DOING SO, INCREASE THEIR NUMBERS IN THE POLICE SERVICE. THIS REPORT DISCLOSES THE RESULTS OF THE NEW POLICY IN TERMS OF THE ACCOMPLISHMENT OF THE OBJECTIVES, AND IN ADDITION, DISCUSSES THE EFFECTS ON THOSE INVOLVED WITHIN THE POLICE DEPARTMENT. REPORT ALSO PROVIDES SOME UNDERSTANDING OF POLICE BUREAUCRATIC BEHAVIOR AND THE EFFECTS IT MAY HAVE BOTH ON THE ORGANIZATION AND THE COMMUMITY.
