Abstract
IN ORDER TO BE ABLE TO DEAL EFFECTIVELY WITH POLICE OFFICERS UNIONS, A POLICE ADMINISTRATOR IS ADVISED TO DEVELOP A STAFF OF KNOWLEDGEABLE NEGOTIATORS, ESTABLISH A RELIABLE INFORMATION SYSTEM, MAINTAIN A GRIEVANCE SYSTEM TO RESOLVE ISSUES QUICKLY, AND FAMILIARIZE HIMSELF WITH THE LAW OF COLLECTIVE BARGAINING. ONCE ACTUAL NEGOTIATIONS HAVE BEGUN, THE ADMINISTRATOR SHOULD REMAIN FLEXIBLE, KEEP RECORDS, MAKE A MEMORANDUM OF THE SETTLEMENT, AND OVERSEE THE IMPLEMENTATION OF THE CONTRACT.
