This overview of current data collection procedures in Kentucky's criminal justice agencies addresses types of information collected, interaction among individual agencies, and whether a foundation exists for establishing a cooperative statewide Offender Based Tracking System.
Abstract
The survey covers the following agencies: Administrative Office of the Courts, Corrections Cabinet, Department for Public Advocacy, Kentucky State Police, Cabinet for Human Resources, and Crime Victims Compensation Board. Each profile addresses data collection procedures, reports produced, and extent of computerization and identifies a contact person. The diverse forms and systems revealed by the survey highlight the need for uniformity across agencies, especially for computerized data. Common data elements such as charge and disposition require identical definitions within all systems. Such coordination would allow data merging and promote a more systemwide approach to criminal justice issues.
