FINAL EVALUATION OF A DALLAS POLICE DEPARTMENT PROJECT TO INCREASE CLEARANCE RATES FOR RAPE, ROBBERY, OR MURDER BY EMPLOYING TWO CIVILIAN ARTISTS ON AN AS-NEEDED BASIS TO MAKE COMPOSITES USING DESCRIPTIONS FROM WITNESSES.
Abstract
THE ARTISTS WERE EMPLOYED IN FIVE CASES BASED ON THE ABILITY OR WILLINGNESS OF WITNESSES OR VICTIMS TO DESCRIBE THE OFFENDER. FIVE SUMMARY CASE STUDIES ARE PRESENTED. IN NONE OF THE FIVE CASES DID THE COMPOSITES CONTRIBUTE TO CLEARANCE OF THE CASE. DUE TO THIS AND THE FACT THAT NO CRITERIA HAD BEEN ESTABLISHED TO REGULATE THE TYPE OF CASE IN WHICH THE ARTISTS WERE TO BE USED, NO EVALUATION OF GOAL ATTAINMENT WAS POSSIBLE.
