Courts in Hong Kong have increasingly begun to explore effective alternatives to imprisonment for offenders.
Abstract
Some sentences allow the offender to receive one or more punishments without undergoing a program of supervision or other treatment. These sentences include fines, conditional and absolute discharge, suspended sentence, and corporal punishment. Some sentences require an offender to undergo a program in lieu of incarceration. Non-residential programs include probation and community service orders, while residential programs include probation homes and hostels, reform schools, detention centers, training centers, drug treatment programs, mental hospitals, or placement in non-governmental organizations for rehabilitation. Other community-based programs for offenders include halfway houses, release under supervision schemes and pre-release employment schemes, and compulsory after-care supervision for young offenders.
