Abstract
CAPLAN, DIRECTOR OF THE NATIONAL INSTITUTE OF LAW ENFORCEMENT AND CRIMINAL JUSTICE, POINTS OUT THAT ALTHOUGH IMPORTANT AND TANGIBLE PROGRESS IN IMPROVING CRIMINAL JUSTICE HAS BEEN MADE, IT HAS NOT PRODUCED RELIEF FROM HIGH CRIME RATES. FACED WITH THE APPARENT FAILURE OF THE TEN-YEAR 'WAR ON CRIME', HE ANSWERS THE QUESTION 'WHAT IS LEAA GOOD FOR?' BY CITING IMPROVEMENTS IN THE FAIR ADMINISTRATION OF JUSTICE, ACHIEVEMENTS IN EFFICIENCY AND ECONOMIES OF OPERATION, AND THE REDUCTION IN THE COSTS OF CRIME TO INDIVIDUAL VICTIMS.
