SUGGESTION THAT CITIZEN CONTROL OF THE CRIMINAL JUSTICE SYSTEM COULD BEST BE ACCOMPLISHED BY DELEGATION OF ADMINISTRATIVE DECISIONS TO A DIVERSE CITIZEN GROUP.
Abstract
THE AUTHOR SPECULATES THAT IMPLEMENTATION OF SUCH A PROPOSAL MAY RESULT IN THE CITIZEN GROUP BEING 'EDUCATED' INTO A GROUP OF FULL-TIME BUREAUCRATIC 'EXPERTS', MAKING THE SAME SELF-INTEREST OR SYSTEM-INTEREST DECISIONS THAT ARE MADE BY THOSE WHO CONTROL THE PRESENT SYSTEM. HOWEVER, INHERENT IN THE CHANGE WOULD BE AN OBLIGATION TO ACCOMPLISH THE TASK BY MEANS PREFERRED BY THE PUBLICS SERVED, A PROPOSITION THAT HAS BEEN LOST IN PRESENT CRIMINAL JUSTICE PLANNING.
