Abstract
THIS SYMPOSIUM WAS PROMPTED BY RESEARCH WHICH INDICATED THAT PERSONS WHO COMMIT SERIOUS CRIMES IN MICHIGAN ARE NOT VERY LIKELY TO BE APPREHENDED, CONVICTED, OR PUNISHED. PORTIONS OF THIS SYMPOSIUM BACKGROUND PAPER (NCJ-37282) SETTING FORTH THE ORGANIZATION OF THE STATE CRIMINAL JUSTICE SYSTEM AND ITS OPERATIONS ARE INCLUDED ALONG WITH REMARKS ON WHAT THE POLICE, PROSECUTORS, COURTS, CORRECTIONS SYSTEM, BAR, AND LEGISLATURE CAN EACH DO TO DETER CRIME.
