Florida's approach in developing criminal justice standards and goals is explained, and the successes and problems encountered are discussed.
Abstract
Because Florida has progressed further in the standards and goals development process than most other States, its experience can be of assistance to those States just beginning to develop their own criminal justice standards and goals. The information presented was gathered chiefly through interviews and documents provided by the State. The case study first provides background information on Florida (population and crime characteristics, criminal justice system, and criminal justice planning processes). The study then delves more deeply into Florida's methods for development of standards and goals and plans for their implementation. The study includes explanations and descriptions of a chronology of events in Florida's development of standards and goals, the organizational structure for standards and goals, staffing the standards and goals program, financing the standards and goals program, formulation of standards and goals, local review of standards and goals, adoption of the standards and goals, and implementation of standards and goals. Also included is an assessment by participants of the major strengths and weaknesses of the process. Appended are lists of case study interviewees, the Governor's Commission on Criminal Justice Standards and Goals, and task force membership. Tabular and graphic data are provided.
