Abstract
THE PLANNING PROCESS IS SHOWN IN SIX PHASES, SUBDIVIDED INTO A SERIES OF ACTIVITIES WHICH TOGETHER CULMINATE IN A PRODUCT. PRESENTED SEQUENTIALLY AS A LOGICAL PROGRESSION OF ACTIVITIES, THE PROCESS INCLUDES IDENTIFYING PLANNING TASKS, GATHERING INFORMATION, ANALYZING INFORMATION, DEVELOPING POLICY, TRANSLATING POLICY INTO PROGRAMS, AND IMPLEMENTING PROGRAMS. THE PRODUCTS RESULTING FROM THESE SIX STEPS ARE A STATEMENT OF BROAD PROJECT GOALS, DATA RESULTS AND CRITERIA FOR ANALYSIS, AN EVALUATION OF FINDINGS AND CLASSIFICATION OF NEEDS, A FORMAL STATEMENT OF POLICY (MASTER PLAN), ORGANIZATIONAL, SERVICE, AND ARCHITECTURE PROGRAMS, AND FUNCTIONING PROGRAMS. A FLOW CHART DEPICTING THE PROCESS, ITS PHASES, ACTIVITIES, AND PRODUCTS IS INCLUDED....ELW
