THIS BOOK TRACES THE ORIGINS OF JUSTICE PLANNING AND IDENTIFIES MAJOR PROBLEMS PLANNERS MAY ENCOUNTER IN THE CRIMINAL JUSTICE SYSTEM.
Abstract
THE FIRST TWO CHAPTERS PROVIDE INTRODUCTORY REMARKS ON CRIMINAL JUSTICE PLANNING AS A PROFESSION AND A REVIEW OF THE CURRENT STATE OF CRIMINAL JUSTICE PLANNING, TRACING THE DEVELOPMENTS THAT HAVE GROWN OUT OF FEDERAL CRIME FIGHTING LEGISLATION IN THE 1960'S. DETAILED DISCUSSIONS OF CRIMINAL JUSTICE PLANNING EFFORTS IN SEVERAL STATES ARE INCLUDED. PROBLEMS THAT HAVE PLAGUED EFFORTS AT JUSTICE PLANNING IN THE PAST AND WHICH MAY COMPLICATE THE PLANNER'S TASK IN THE FUTURE ARE DISCUSSED. THE LITERATURE THAT HAS EMERGED REGARDING CRIMINAL JUSTICE PLANNING, IN WHICH VARIOUS CONCEPTUAL FRAMEWORKS CENTERING ON SYSTEMS ANALYSIS HAVE BEEN PUT FORTH, IS EXAMINED IN ANOTHER CHAPTER. SUBSEQUENT CHAPTERS CONSIDER THEORIES AND EVIDENCE ON CRIME CAUSATION ALONG WITH FINDINGS GROWING OUT OF EVALUATIVE STUDIES OF CORRECTIONAL PROGRAMS. THE UTILITY OF A NUMBER OF PLANNING CONCEPTS ADOPTED FROM OTHER AREAS OF SOCIAL PLANNING IS EXPLORED. THE DISCUSSION OF PLANNING CONCEPTS ALSO INCLUDES COMMENTARY ON DATA SOURCES; SYSTEM RATES, MODELING, AND SIMULATION TECHNIQUES; PROGRAM EVALUATON METHODOLOGY; AND A NUMBER OF OTHER TOOLS FOR THE JUSTICE SYSTEM PLANNER. THE FINAL CHAPTER PRESENTS A RELATIVELY BRIEF ANALYSIS OF SOME OF THE ORGANIZATIONAL DIMENSIONS OF PLANNING AS A SOCIAL PROCESS, INDICATING SOME OF THE DIRECTIONS TO BE PURSUED FOR CRIMINAL JUSTICE PLANNING ON AN INCREASED SCALE.
