THIS PROJECT WAS INTENDED TO PROVIDE A QUICKLY ACCESSIBLE METHOD ALLOWING SPECIFIC RECALL AT A COST-EFFICIENT LEVEL OF INFORMATION APPLICABLE TO MANPOWER PLANNING IN CRIMINAL JUSTICE.
Abstract
THIS FINAL REPORT ON THE CRIMINAL JUSTICE MANPOWER PLANNING MODEL PROJECT OUTLINES THE ASSUMPTIONS AND OBJECTIVES GUIDING THE DEVELOPMENT OF SUCH A MODEL. ANALYSIS OF THE DATA NEEDS FOR MANPOWER PLANNING IN CRIMINAL JUSTICE IS CONDUCTED, WITH ATTENTION TO THREE MAJOR CONCEPTUAL REALIZATIONS THAT SHOW THE KINDS OF INFORMATION NEEDED IN SUCH A DATA BASE. WITH THE FUNCTIONAL AREAS OF MANPOWER PLANNING IDENTIFIED, THE PROJECT GOES ON TO MATRIX THE AREAS WITH LAW ENFORCEMENT, CORRECTIONS, COURTS, AND ACADEMICS IN A BASIC TAXONOMY. FOUR TYPES OF DATA INDICATED BY AN ANALYSIS OF THE TAXONOMY ARE DISCUSSED, INCLUDING BIBLIOGRAPHIC, EXTANT AGENCY, NUMERIC, AND LEGAL DATA. THE SYSTEMS APPROACH THAT EMERGED FROM THIS IDENTIFICATION OF DATA NEEDS AND AREAS IS THEN DESCRIBED, WITH CONSIDERATION OF SUCH CRITERIA AS THE SYSTEM'S USER COMPATABILITY, RELIABILITY, SELF-SUFFICIENCY, COST-EFFICIENCY, AND APPROPRIATENESS. DATA SOURCES ARE ALSO INDICATED. THE ENTIRE CONCEPT OF A SEARCHABLE DATA BASE IS THEN COVERED, WITH EXPLANATIONS OF SEARCHING METHODS, BOOLEAN LOGIC, THE USE OF CONTROLLED KEYWORDS, AND INFORMATION SYSTEMS AS A WHOLE. ADDITIONAL CAPABILITIES THAT CAN BE INCLUDED IN INFORMATION SYSTEMS ARE THEN EXPLORED, SUCH AS COMPUTER COMMUNICATIONS, DATA COLLECTION, OFF-LINE PRINTING, AND INFORMATION DISSEMINATION. THE EVALUATION CONDUCTED ON THE MANPOWER PLANNING SYSTEM IS BRIEFLY REPORTED AND MENTION IS MADE OF FORTHCOMING REPORTS ON THE SYSTEM. VENN DIAGRAMS ILLUSTRATE THE BOOLEAN LOGIC.
