PAPERS PRESENTED AT THE CONFERENCE ON CRIMINAL JUSTICE HUMAN RESOURCES NEEDS AND THE COLLEGIATE RESPONSE, HELD AT MICHIGAN STATE UNIVERSITY, 1977, ARE REPRODUCED.
Abstract
RESULTS OF AN EXTENSIVE SURVEY OF CURRENT AND PROJECTED MANPOWER NEEDS IN THE AREAS OF COURT, POLICE, AND CORRECTIONAL PERSONNEL ARE PRESENTED. A MAJOR EDUCATIONAL NEED FOUND THROUGHOUT CRIMINAL JUSTICE AGENCIES AT THE HIGHER OCCUPATIONAL LEVELS IS FOR EVALUATION, MANAGEMENT, AND ADMINISTRATIVE TRAINING. DIFFICULTIES IN IDENTIFYING OCCUPATIONAL ROLES, TASKS, AND PERFORMANCE OBJECTIVES IN CRIMINAL JUSTICE OCCUPATIONS ARE DISCUSSED AND DEVELOPMENT AND TESTING OF AN INSERVICE TRAINING PACKAGE FOR CRIMINAL JUSTICE PERSONNEL IS DESCRIBED WHICH EMPHASIZES ROLE EXPECTATIONS AND ACTUAL ROLES. RESULTS OF A STUDY OF STAFFING PATTERNS IN MICHIGAN COURTS ARE PRESENTED WITH PARTICULAR EMPHASIS ON THE ROLE DEFINITION OF THE COURT ADMINISTRATOR AND HIS TRAINING NEEDS. MANPOWER NEEDS FOR JAILS ARE CONTRASTED WITH THOSE REQUIRED FOR HALFWAY HOUSES AND COMMUNITY-BASED CORRECTIONAL CENTERS, AND EDUCATIONAL IMPLICATIONS ARE ASSESSED. THE ROLE OF LAW ENFORCEMENT IN SOCIETY IS EXPLORED AND THE KNOWLEDGE AND SKILLS NEEDED FOR PERFORMANCE OF THE ROLE ARE ASSESSED. OBSTACLES AND CONSTRAINTS FOR HUMAN RESOURCES PLANNING IN CRIMINAL JUSTICE ARE ALSO IDENTIFIED. POLICE ATTITUDES TOWARD THE COLLEGE-EDUCATED OFFICER ARE EXAMINED, DIFFERENCES BETWEEN THE COLLEGE AND NONCOLLEGE TRAINED OFFICERS ARE DISCUSSED, AND THE NEED FOR POLICE PROFESSIONALIZATION IS REVIEWED. A HISTORICAL OVERVIEW OF LINKAGES BETWEEN CRIMINAL JUSTICE MANPOWER NEEDS AND HIGHER EDUCATION IS PRESENTED AND POLICY IMPLICATIONS ARE DISCUSSED. KNOWLEDGE BASES FOR CRIMINAL JUSTICE PLANNING ARE ALSO SURVEYED; AND THE RELATIONSHIP BETWEEN CRIMINAL JUSTICE RESEARCH AND PRACTICE IS EXAMINED. A MANAGEMENT BY OBJECTIVES APPROACH TO COURT-RELATED CURRICULUM DEVELOPMENT IS OUTLINED. EDUCATIONAL PLANNING AND PROGRAM DEVELOPMENT IN CRIMINAL JUSTICE ARE FURTHER EXPLORED IN THE AREAS OF CORRECTIONS, LAW ENFORCEMENT, THE COURTS, AND SECURITY. A MARKET ANALYSIS OF THE CRIMINAL JUSTICE FIELD IS ALSO PROVIDED. REFERENCES AND NOTES ARE PROVIDED FOR MANY OF THE INDIVIDUAL PRESENTATIONS.
