This document explains the changes in juvenile detention made through the Criminal Justice and Public Order Act 1994 in the United Kingdom.
Abstract
Sections 1 to 15 provide for a new secure training order for offenders ages 12-14 who have been convicted of three or more imprisonable offenses and have reoffended during or been in breach of a supervision order. These juveniles will be detained in one of five new centers, each with 40 places, with a maximum sentence of 2 years, half in the center and half in the community under supervision. Section 16 extends court powers to order youths aged 10-13 detained for long periods. Section 17 increases from 12 months to 2 years the maximum length of detention for a youth aged 15-17. Sections 19 and 22 allow local governments to arrange private or nonprofit organizations to provide secure accommodations.
