This 26th Annual Report of Ontario's (Canada) Criminal Injuries Compensation Board covers a 2-year fiscal period from April 1, 1997, to March 31, 1998, and from April 1, 1998, to March 31, 1999.
Abstract
The Criminal Injuries Compensation Board is a quasi-judicial administrative tribunal that provides compensation to innocent victims of crimes of violence that have occurred in Ontario. It is governed by the Compensation for Victims of Crime Act and is subject to the Statutory Powers Procedure Act and the Freedom of Information and Protection of Privacy Act. The Board accepts between 2,500 and 3,000 applications per year. Awards can extend up to a maximum of $25,000, with an average award in 1998/99 fiscal year of $5,566. The Board works closely with police forces to obtain information on criminal incidents reported by victims. In November 1998, the Board resumed payment for all hospital records, medical, dental and therapy reports that were required to process a claim for compensation. After outlining the legislation that mandates the authority and policies of the Board, tables of data are provided on Board hearings, decisions, and awards; lump sum compensation awards; applications submitted to the Board; a comparison of applications received, heard, and awards processed; interim awards; supplementary awards; and types of offenses. Sample Board decisions are profiled for the crimes of assault, attempted murder, murder, robbery, sexual assault, and reviews. 9 tables
