This report from the U.S. House Committee on the Judiciary recommends the passage of H.R. 3483, a bill to amend title 18, U.S. Code, to improve certain provisions relating to the imposition and collection of criminal fines.
Abstract
The purpose of H.R. 3483 is to amend the fine provisions of the 1984 Sentencing Reform Act, scheduled to take effect on November 1, 1987, so that those provisions conform, with some modifications, to the fine provisions of current Federal law. The bill effectuates an understanding reached at the end of the 98th Congress that the fine provisions of the act should be replaced with fine provisions enacted by the Criminal Fine Enforcement Act of 1984. Following a description of the background and need for the legislation, the report explains each section of the bill. Committee action and oversight findings are presented together with a statement on budget authority and tax expenditures. The Congressional Budget Office's cost estimate for the bill's implementation is provided along with oversight findings of the House Committee on Government Operations, an inflationary impact statement, and a committee cost estimate for implementing the bill. Title 18 is presented with the changes that would be made by the enactment of H.R. 3483. 69 footnotes.
