Abstract
Compared to 1983, reported Index crimes decreased by 4.3 percent, with all counties showing an overall decrease. There was a decrease in property crimes in all counties, but violent crime decreased only in Honolulu and Kauai counties. The percentage decrease in violent crime statewide was greater than the decrease in property crime. Property crime decreased by 2.4 percent. Burglary was down 7.5 percent, larceny-theft 1.8 burglary was down 7.5 percent, larceny-theft 1.8 percent, and motor vehicle theft 15 percent. Violent crimes decreased 6.5 percent. Murders decreased by 34.9 percent, aggravated assault by 4.5 percent, and robberies by 10 percent. Rapes increased 8.6 percent. An examination of law enforcement officers assaulted in the line of duty between 1979 and 1983 shows that assaults declined annually from 1979 to 1982 and increased dramatically in 1983. Personal weapons (i.e., hands, fists) were used in 83 percent of assaults. Trends in State data on officer assaults are compared to those of the entire Nation. Personal injury to officers occurred in 34.7 percent of the assaults. The overall clearance rate for assaults averaged 98.1 percent over the 5-year period. An examination of juvenile offenses for 1980 to 1984 indicates no marked changes in crime trends over this time. Female offenders were apprehended mostly for larceny-theft, running away, and miscellaneous juvenile act violations, accounting for 71 to 81 percent of all female juvenile arrests. For juvenile males, larceny-theft, juvenile act violations, and burglary accounted for 55 to 62 percent of arrests. With the exception of running away, offenses committed by males outnumbered those committed by females. Tables provide additional data on Index crime frequencies and breakdowns by county, as well as additional information on juvenile offenses and assaults against officers.
