This report attempts to identify ways to transform crime strategy into action.
Abstract
Questionnaires, surveys, fieldwork and research in operational settings attempted to: (1) identify a framework for converting a crime strategy into action, targeted on achieving measurable objectives; (2) identify and develop a monitoring system capable of evaluating the effectiveness of the framework; (3) examine management tools and identify those which assist in developing a crime strategy; and (4) provide guidelines for effective management of a crime strategy. Formulation of strategy should be undertaken in a systematic and planned way as part of an overall corporate approach. Communication of strategy in clear and unambiguous plans is essential to success and influential in creating an enthusiastic, well-motivated workforce. Evaluation and learning from experience underpin both individual and organizational development and those processes should be embedded in an effective management system. The report contains recommendations for the future. Figures, tables, references, appendixes
