INFORMATION AND GUIDANCE FOR LAW ENFORCEMENT PERSONNEL ON ESTABLISHING BURGLARY ABATEMENT PROGRAMS, BASED ON THE EXPERIENCES OF THE SIX LAW ENFORCEMENT AGENCIES THAT SET THE ORIGINAL CRIME SPECIFIC BURGLARY PROGRAM.
Abstract
THE SIX AGENCIES INVOLVED ARE THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT, THE LOS ANGELES POLICE DEPARTMENT, THE OAKLAND POLICE DEPARTMENT, THE ORANGE COUNTY SHERIFF'S DEPARTMENT, THE SAN DIEGO POLICE DEPARTMENT, AND THE SAN FRANCISCO POLICE DEPARTMENT. THE ANALYSIS AND FINDINGS IN THIS REPORT ARE BASED ON DATA COLLECTED BY THE SIX AGENCIES DURING THE TWELVE MONTHS THAT VARIOUS BURGLARY ABATEMENT APPROACHES AND TECHNIQUES WERE FIELD TESTED, INCLUDING PUBLIC EDUCATION/AWARENESS/INVOLVEMENT, SECURITY, IMPROVED PATROL AND SURVEILLANCE, INVESTIGATION AND DECREASING THE RECEIVER MARKET. THE BACKGROUND AND OBJECTIVES OF THE ORIGINAL CRIME-SPECIFIC PROGRAM AND THE ANALYSIS APPROACH USED IN EVALUATING ITS RESULTS ARE DISCUSSED BRIEFLY. AN OVERVIEW IS ALSO PRESENTED OF THE PLANNING, ORGANIZATION, STAFFING AND TRAINING THAT ARE PREREQUISITES FOR ESTABLISHING A SIMILAR PROGRAM. INDIVIDUAL CHAPTERS PRESENT RECOMMENDATIONS AND FINDINGS RELATED TO ONE OF THE FIVE MAJOR CATEGORIES OF BURGLARY ABATEMENT APPROACHES EMPLOYED BY THE CRIME-SPECIFIC AGENCIES. EACH CHAPTER INCLUDES THE HYPOTHESIS WHICH UNDERLIES THE APPROACH, ITS SPECIFIC OBJECTIVES, PROCEDURES AND TECHNIQUES, AND A SUMMARY AND RELEVANT FINDINGS. A SHORT BIBLIOGRAPHY IDENTIFIES RELATED RESEARCH REPORTS AND OTHER SOURCES OF INFORMATION ON BURGLARY ABATEMENT.
