ASSESSMENT OF THE EFFECTIVENESS OF HELICOPTERS FOR AERIAL PATROL IN A MORE DENSELY POPULATED COMMUNITY WITH MORE SEVERE WEATHER CONDITIONS THAN THE LOS ANGELES AREA.
Abstract
AN EXTENSION OF AN OLEA STUDY OF AERIAL PATROL IN THE LOS ANGELES AREA, THE REPORT DISCUSSES HELICOPTER EQUIPMENT AND MAINTENANCE, PILOT TRAINING, COST AND OPERATION OF AN AERIAL PATROL PROGRAM, AND CRIME ASSIST AND DETERRENCE CAPABILITIES, AS WELL AS THE SPECIFIC METHODOLOGY OF THIS STUDY. TABLES ARE PROVIDED WHICH DETAIL THE STATISTICAL RESULTS. BASED UPON STATISTICAL ANALYSIS OF THE TEST RESULTS, IT WAS CONCLUDED THAT THE PRESENCE OF A HELICOPTER PATROL RESULTED IN AN 18.5 PER CENT DECLINE IN PROJECTED CRIMES IN THE EXPERIMENTAL ZONE AND A SHARP DECLINE IN CRIME IN ADJACENT AREAS. OTHER ASPECTS FOR LATER STUDY ARE THE RELATIVE EFFECTS OF THE HELICOPTER BY SHIFT, BY AREA OF THE CITY, AND BY TYPE OF CRIME.
