This was a report for the Eighth United Nations Congress on the Prevention of Crime and the Treatment of Offenders, which was to meet in Havana, Cuba, August 27 to September 7, 1990.
Abstract
Recommendations are offered for practical measures against government corruption. Penal laws are proposed in regard to theft offenses, abuses of position, indiscretions due to conflict of interest, and nondisclosure or false reporting. Also discussed are administrative and regulatory mechanisms; procedures for detection, investigation, and conviction of corrupt officials; legal provisions for the forfeiture of ill-gotten gains; economic sanctions against businesses involved in corruption; training; and exchange of international experience. International technical cooperation is essential to help countries that lack sufficient resources and infrastructure to combat corruption. Pooling resources and expertise can benefit all countries.
