ANALYZES FRAUDULENT BANKRUPTCY, ARMED ROBBERY, AND AUTOMOBILE THEFTS TO DISCOVER WEAKNESSES IN LEGISLATION AND CRIMINAL JUSTICE FUNCTIONING RELATIVE TO THESE CRIMES AND OFFERS RECOMMENDATIONS.
Abstract
RELATIVE TO BANKRUPTCY FRAUD THE REPORT RECOMMENDS TERMINATION OF THE CONCURRENT JURISDICTION OF THE QUEBEC AND CANADIAN GOVERNMENTS AND URGES THAT BANKRUPTCY AND INSOLVENCY MATTERS BE UNDER THE EXCLUSIVE ADMINISTRATIVE AND LEGISLATIVE JURISDICTION OF QUEBEC. INCREASED USE OF CRIMINAL JUSTICE PERSONNEL SPECIALIZING IN COMMERCIAL FRAUD AND BANKRUPTCY IS SUGGESTED. REGARDING ARMED ROBBERY, THE REPORT RECOMMENDS INCREASED BANK SECURITY, IMPROVED COORDINATION AND REGIONALIZATION OF POLICE SERVICES, MORE INTENSE JUDICIAL TREATMENT OF OFFENDERS USING DISGUISES AND ASSOCIATED WITH GANGS, GREATER EFFORTS TO REDUCE RECIDIVISM, AND MORE EFFECTIVE LEGISLATION TO CONTROL THE SALE AND REGISTRATION OF FIREARMS. IN THE AREA OF AUTO THEFTS RECOMMENDATIONS INCLUDE DIFFERENT ADJUDICATION OF OFFENDERS ACCORDING TO WHETHER THE VEHICLES WERE BORROWED BY JUVENILES OR STOLEN BY AN ORGANIZED RING, MORE SECURITY MEASURES INCLUDED IN CAR DESIGN, MORE PUBLIC INFORMATION TO MAKE CAR OWNERS AWARE OF SELF-PROTECTIVE MEASURES, AND STRICTER REGULATIONS TO CONTROL THE ACTIVITIES OF SELLERS OF USED CARS AND AUTO PARTS.
