INDICATES THE VOLUME AND NATURE OF CANADIAN AND QUEBEC CRIME AND IDENTIFIES AND DISCUSSES THE AUTHORS OF CRIMES.
Abstract
POLICE AND COURT STATISTICS ARE EXAMINED TO ASCERTAIN SOME OF THE MAIN TRENDS IN CRIMINALITY. PARTICIPATION IN CRIME BY WOMEN, YOUTH, GANGS, REPEATERS AND THE HABITUAL CRIMINAL IS DISCUSSED. TRENDS IN CRIMES OF VIOLENCE AGAINST THE PERSON, VIOLENCE AGAINST PROPERTY, AND CRIMES WITHOUT VIOLENCE AGAINST PROPERTY ARE ASSESSED. RECOMMENDATIONS INCLUDE THE ESTABLISHMENT OF A FORM OF ADJUSTED STATISTICS FOR COURTS AND POLICE THAT WILL INCLUDE CONVICTIONS BY THE COURTS AND INFRACTIONS WHICH THE POLICE ADMIT NOT HAVING SOLVED. IT IS ALSO URGED THAT THE RIGHTS OF THE HABITUAL CRIMINAL BE PROTECTED SUCH THAT HIS CONDITIONAL RELEASE FROM INCARCERATION IS ALWAYS POSSIBLE WHEN THE CIRCUMSTANCES APPEAR TO WARRANT IT.
