THE DEVELOPMENT OF INTERNATIONAL CONFERENCES IS TRACED FROM THE FIRST INTERNATIONAL PENAL AND PENITENTIARY CONGRESS IN 1846 THROUGH THE UNITED NATIONS CONGRESS IN JAPAN IN 1970. AMONG THE CONSISTENT CONCERNS OVER THE YEARS HAVE BEEN JUVENILE DELINQUENCY, PRISONS AND TREATMENT OF INMATES. THE UNITED NATIONS STANDARD MINIMUM RULES FOR THE TREATMENT OF PRISONERS IS REPRODUCED IN TOTO. ALSO INCLUDED IS A BIBLIOGRAPHY CITING REPORTS OF VARIOUS INTERNATIONAL BODIES.
