FINDINGS FROM A STUDY TO DETERMINE THE OPERATIONAL FEASIBILITY OF A COMPUTERIZED SYSTEM OF COLLECTING AND REPORTING CRIME STATISTICS IN A STRUCTURALLY UNIFORM MANNER.
Abstract
THIS NEW METHOD OF CRIME DATA COLLECTION, ATTRIBUTE-BASED CRIME REPORTING (ABCR), WAS CONCEIVED AS A MEANS OF SYSTEMATICALLY CAPTURING CRIME EVENT DATA IN THE BASIC DETAIL REQUIRED TO CLASSIFY A PARTICULAR OFFENSE ACCORDING TO ANY CLASSIFICATION SYSTEM. FOR RESEARCH PURPOSES A PROTOTYPE ABCR SYSTEM WAS DEVELOPED AND ITS PERFORMANCE WAS TESTED USING ACTUAL INCIDENT REPORTS PROVIDED BY 10 LAW ENFORCEMENT AGENCIES. THE STUDY METHODOLOGY (INCLUDING DATA COLLECTION, CONSTRUCTION OF EQUATIONS, AND COMPUTER CODING), AND PROJECT RESULTS WITH REPRODUCTIONS OF CODING FORMS AND A PROCEDURES MANUAL ARE CONTAINED IN THE DOCUMENT.
