Abstract
The number of index offenses declined for the sixth consecutive year, to the lowest level since the establishment of the current Uniform Crime Reporting program. The number of index crimes declined 13.3 percent in New York City and 4.5 percent in counties outside New York City between 1995 and 1996. Arrests declined 6.6 percent between 1995 and 1996. Arrests for index offenses accounted for 16.4 percent of the total. More than 93 percent of arrests involved adults 16 years and older. Felony indictments declined less than 1 percent from 1995. New York City accounted for almost two-thirds of the total indictments. Law enforcement agencies employed 87,172 persons full-time or part-time. The law enforcement agencies had operating expenditures estimated at more than $4.7 billion, an increase of 2.5 percent over 1995 operating expenditures.
