Official statistics form the basis of this analysis of trends in crimes, arrests, dispositions, juvenile arrests and dispositions, and criminal justice system employment and expenditures in California from 1980 through 1989.
Abstract
Results showed that the California Crime Index rate has decreased 12.6 percent since 1980, but it increased by 3.4 percent from 1988 to 1989. The violent crime rate has increased 10.7 percent since 1980, mainly due to increases in the aggravated assault rate attributed to a 1986 law change requiring reporting of domestic violence as criminal conduct. The rate of motor vehicle thefts has increased for the last 5 years; the felony arrest rate per 100,000 population has increased for the last 6 years. Arrest rates for narcotics violations have increased steadily during the decade. During the decade more than half of adult felony arrests resulted in convictions. An increasing proportion of convictions for drug offenses have received sentences of incarceration. In addition, the rate of adults under State supervision has almost tripled since 1980. Finally, the proportion of juvenile arrests referred to probation departments for disposition has increased every year since 1980. Figures, data tables, and glossary.
