THE USE OF A 'HUMAN CATALYST' TO FACILITATE INFORMATION FLOW BETWEEN LAW ENFORCEMENT OFFICERS OF THE GARLAND, TEX., POLICE DEPARTMENT AND DATA-PROCESSING SPECIALISTS FROM THE CITY'S DATA SERVICES OFFICE IS DESCRIBED.
Abstract
THE CATALYST IS A POLICE SYSTEMS ANALYST, EMPLOYED BY THE POLICE DEPARTMENT TO COORDINATE THE EFFORTS OF THE DATA-PROCESSING TEAM FROM THE CITY OFFICE. THE PROJECT TEAM IS DEVELOPING, CODING, AND TESTING A COMPREHENSIVE LAW ENFORCEMENT INFORMATION SYSTEM FOR THE DEPARTMENT. THE STEPS TAKEN BY THE COORDINATOR TO ENGENDER TRUST AND RESPONSIVENESS IN BOTH GROUPS OF PERSONNEL ARE DESCRIBED. THE EXTENT TO WHICH THE COORDINATOR INVOLVED HIMSELF IN THE WORK OF BOTH GROUPS IS EXAMINED, AS IS THE MANNER IN WHICH THE COORDINATOR DEALT WITH PEOPLE WHO WERE EITHER VERY RETICENT OR OVERLY ENTHUSIASTIC ABOUT THE SYSTEM BEING DEVELOPED. POLICE MANAGERS WHO HIRE A SPECIAL COORDINATOR ARE URGED TO GIVE HIM THE AUTHORITY TO SPEAK FOR THE POLICE DEPARTMENT IN ALL MATTERS PERTAINING TO COMPUTER SYSTEMS DEVELOPMENT, TO KEEP HIM RESPONSIVE TO THE NEEDS OF BOTH LAW ENFORCEMENT AND DATA PROCESSING, NOT TO ALLOW HIM TO BECOME OVERLY INVOLVED IN NONSYSTEMS ACTIVITIES, AND TO SUPPORT HIM IN HANDLING RECALCITRANT PERSONNEL.
