THE JUVENILE DEPARTMENT, UNDER THE SUPERVISION OF TWO JUDGES OF THE JUVENILE COURT DIVISION, IS RESPONSIBLE FOR CASE INTAKE, DETENTION, PREPARATION OF PRE-DISPOSITION REPORTS, AND SUPERVISION OF JUVENILES ON PROBATION.
Abstract
THIS MANAGEMENT REPORT, DATED NOVEMBER 1975, ANALYZES THE OPERATION OF THE DEPARTMENT; COMPARES ITS PHILOSOPHY, GOALS, AND OBJECTIVES TO TRENDS IN LEGISLATION AND PRACTICE; EXAMINES THE FUNCTIONAL INTERDEPENDENCIES OF THE STAFF AND THEIR RELATIONSHIP TO SPACE UTILIZATION; AND PREDICTS FUTURE SPACE AND PERSONNEL NEEDS BASED ON SOCIAL, POPULATION, AND ECONOMIC TREND PROJECTIONS. DATA WAS BASED ON ONSITE VISITS TO DEPARTMENT FACILITIES AND INTERVIEWS WITH COURT AND COUNTY PERSONNEL CONCERNED WITH JUVENILE SERVICES. AN ANALYSIS OF THE POSSIBLE EXPANSION OF THE YOUTH SERVICE CENTER FACILITIES (WHICH INCLUDE THE JUVENILE DIVISION COURTROOM, THE COWLITZ COUNTY SUPERIOR COURT, THE DETENTION FACILITY, AND THE JUVENILE DEPARTMENT STAFF FACILITIES) CONCLUDES THAT EXPANSION OR RELOCATION OF THE FACILITY IS NOT REQUIRED. HOWEVER, ENRICHMENT OF THE DETENTION PROGRAM, THROUGH SUCH MEASURES AS AN ADDITION OF A DEPUTY DIRECTOR FOR DETENTION SERVICES AND AGGRESSIVE EFFORTS TO DEVELOP 'MOM AND POP' FOSTER HOMES FOR STATUS OFFENDERS AND DEPENDENT CHILDREN, IS URGED. A REORGANIZATION OF OFFICE SUPERVISION AND ADDITIONAL PROBATION OFFICERS AND SECRETARIAL HELP IS RECOMMENDED FOR THE NON-DETENTION ASPECTS OF THE JUVENILE DIVISION. A DISCUSSION OF THE SPACE NEEDS OF THE JUVENILE DIVISION POINTS OUT THAT CONSTRUCTION OF A FREEWAY OFF-RAMP ACROSS A PORTION OF THE YOUTH SERVICES CENTER GROUNDS WILL NOT NECESSITATE RELOCATION OF THE FACILITY. SUGGESTIONS FOR ALTERNATIVE UTILIZATIONS OF EXISTING SPACE ARE KEYED TO NUMBERS IN ATTACHED DRAWINGS AND FLOOR PLANS. INTAKE SCREENING GUIDELINES ARE APPENDED....ELW
