This study assessed the state of the art in court security and the transportation of prisoners, determined areas where improvements are needed, and recommended methods for improving procedures for court security and prisoner transportation.
Abstract
The research focused on the role of sheriffs in providing effective court security and prisoner transportation, while recognizing that the judiciary, police agencies, and private security companies may share responsibility in this area. Information was collected from questionnaire surveys of court security, probation/parole, and sheriffs' personnel throughout the country; a literature review; an analysis of violent incidents in courts over the last 2 decades; and input from criminal justice organizations. The results led to recommendations in the following eight areas: administration; emergency, health, and general considerations; fire protection and fire alarms; personnel; training and staff development; inventory and property control; physical plant; and security and control.
