RECENT CHANGES IN SPECIAL TRAINING SCHOOLS FOR SOCIAL WORKERS, ESPECIALLY PROBATION OFFICERS, ARE ILLUSTRATED BY A DESCRIPTION OF A SPECIAL UNIVERSITY AT KIEL, IN WEST GERMANY.
Abstract
CHANGE HAS BEEN EFFECTED BY TRANSFERRING SCHOOL COUNSELOR TRAINING TO THE SPECIAL UNIVERSITY, WHERE 3 YEARS OF STUDY AND AN INCLASS PRACTICUM, AN INCREASED NUMBER OF STUDY SLOTS AND MERGING OF SOCIAL WORK AND SOCIAL PEDAGOGY ARE REQUIRED. PROBLEMS ENCOUNTERED IN THESE REFORMS ARE PREMATURE PRACTICAL PROFESSIONAL INVOLVEMENT WHEN THE TWO-PHASE THEORETICAL-PRACTICAL MODEL IS REPLACED BY A ONE-PHASE MODEL; THE FAILURE OF SOCIAL WORK TO PROVE ITSELF AS A VIABLE ACADEMIC DISCIPLINE; LACK OF PRACTICAL ORIENTATION IN UNIVERSITY TRAINING COURSES; FAILURE IN THE ATTEMPT TO SEPARATE SOCIAL WORK FROM SOCIAL PEDAGOGY, ESPECIALLY IN THE COURSE OF STUDY; YOUNG AGE AND INEXPERIENCE OF STUDENTS ACCEPTED UNDER NEW POLICIES; AND LACK OF CONSISTENCY IN DEGREE REQUIREMENTS AT VARIOUS UNIVERSITIES. THE SIX-SEMESTER COURSE OF STUDY AT THE SPECIAL UNIVERSITY OF KIEL CONSISTS OF THREE SEMESTERS OF GENERAL SOCIAL SCIENCES, MEDICINE, LAW, AND COMMUNICATION, FOLLOWED BY SPECIALIZED COURSES IN SOCIAL PEDAGOGY, LAW AND ADMINISTRATION, AS WELL AS A MAJOR IN TWO SPECIALIZED SUBAREAS. AFTER A 1 YEAR PROFESSIONAL PRACTICUM AND A FINAL EXAMINATION, THE CANDIDATE IS OFFICIALLY DESIGNATED A SOCIAL PEDAGOGUE. SPECIAL TRAINING FOR PROBATION OFFICERS IS NOT PLANNED, BUT 5 YEARS OF PRACTICAL EXPERIENCE IN PROBATION WORK, EXPERIENCE IN OTHER FIELDS, COOPERATION WITH OTHER SOCIAL WORK EXPERTS, AND CONTINUING EDUCATION IN CONJUNCTION WITH THE DAILY WORK SITUATION ARE RECOMMENDED.
