This book guides police personnel and other parties who might be confronted by a situation that could become a major terrorist incident.
Abstract
The material is presented in chronological sequence. Background, planning, and preparation in anticipation of such incidents are covered in the "Pre-Incident Section." This includes a review of the common elements of terrorism, including the nature and purpose of terrorism, terrorist characteristics, and the counter-terrorist response and operations. Chapters in the pre-incident section also address pre-incident planning, bomb-defense planning, hostage situations, and the definition of terrorism. The "Incident Section" focuses on situations as they evolve. The types of incidents covered are kidnapping, bomb incidents, and hostage incidents, since these are the types of incidents most likely to be encountered by local police. The dynamics of each of these types of incidents are discussed followed by detailed explanations of prevention and response tactics. The "Post-Incident Section" is concerned with the post-blast environment and the aftermath of a hostage/kidnapping. Chapters in this section also cover the commander's role and the establishment of the command post. Appended profiles of terrorist organizations and support groups, 75-item bibliography, subject index.
