The key issues to be addressed in this article require me to look at what the 'general principles of counter-terrorism' are and then go on to look at when these principles are 'appropriate' and when they are 'counter-productive.' Government 'tactics and strategies' will need to be examined with a view to analyzing and determining the occasions when they either 'succeed or fail.' But first, it begs the question -- 'What is terrorism?' An understanding of this is essential in order to discuss the 'appropriateness,' 'success,' 'failure,' of various 'counter-terrorism' measures (Author abstract)
