THIS PUBLICATION OF THE JOINT COMMISSION ON JUVENILE JUSTICE STANDARDS CONTAINS THE TENTATIVE DRAFT OF STANDARDS AND COMMENTARY RELATING TO THE PROPRIETY AND RULE OF COUNSEL IN JUVENILE COURT PROCEEDINGS.
Abstract
THE STANDARDS AND COMMENTARY IN THIS VOLUME ARE PART OF A SERIES DESIGNED TO COVER THE SPECTRUM OF PROBLEMS PERTAINING TO THE LAWS AFFECTING CHILDREN. THEY EXAMINE THE JUVENILE JUSTICE SYSTEM AND ITS RELATIONSHIP TO THE RIGHTS AND RESPONSIBILITIES OF JUVENILES. THE SERIES IS PREPARED UNDER THE SUPERVISION OF A JOINT COMMISSION ON JUVENILE JUSTICE STANDARDS APPOINTED BY THE INSTITUTE OF JUDICIAL ADMINISTRATION AND THE AMERICAN BAR ASSOCIATION. A BRIEF DISCUSSION OF THE PAST AND CURRENT RULES OF COUNSEL IN THE JUVENILE COURT IS FIRST PRESENTED. STANDARDS ARE THEN LISTED ON SUCH ASPECTS OF JUVENILE REPRESENTATION AS PROVISION AND ORGANIZATION OF LEGAL SERVICE, THE LAWYER-CLIENT RELATIONSHIP, THE INITIAL STAGES OF REPRESENTATION, AND ADVISING AND COUNSELING THE CLIENT. STANDARDS ARE ALSO INCLUDED ON INTAKE, ADJUDICATION, TRANSFER PROCEEDINGS, DISPOSITION, AND REPRESENTATION AFTER DISPOSITION. FINALLY, THE STANDARDS ARE PRINTED WITH ACCOMPANYING COMMENTARIES.
