This report presents the results of the third survey (1994) of European penal systems with the use of the SPACE procedure.
Abstract
The first part of the report covers the state of prison populations as of September 1, 1994, and the committal flow in 1993. In addition to the usual data, the survey provides for the first time information on convicted prisoners broken down according to the nature of the offense for which they were sentenced (topic chosen for the variable module). Part II statistics pertain to certain community-based measures and sanctions ordered in 1992. Data on inmate populations as of September 1, 1994, address the total number of inmates, the detention rate, total prison capacity, and occupancy rate. Statistics also cover variations in the number of inmates, inmate demographic characteristics, and inmate legal status. Data on committals to prison in 1993 encompass the total number of first committals in 1993, the committal rate per 100,000 inhabitants, and first committals before final sentence (number and percentage). Data on the length of imprisonment pertain to the total number of days of imprisonment in 1993, the average number of inmates in 1993, and indicator of the average length of imprisonment. The data on community sanctions and measures ordered in 1992 address deferred sentences, exemption from punishment following a finding of guilt, day fines, community service, partial prison sentences, and probation.
