Abstract
BACKGROUND INFORMATION ON CRIME COSTS AND CRIMINAL JUSTICE EXPENDITURES IS PRESENTED, INCLUDING A BRIEF OVERVIEW OF PRIOR STUDIES WHICH EXAMINED THE ECONOMIC IMPACT OF CRIME. NUMEROUS PAPERS FOCUS ON THE VICTIMS OF THE COSTS OF CRIME, INCLUDING PROPERTY OWNERS, THE PUBLIC SECTOR, AND THE OFFENDERS. VARIOUS CONTRIBUTORS DISCUSS THE PUBLIC RESPONSE TO CRIME, SUCH AS THE PROVISION OF PUBLIC SERVICES VIA THE CRIMINAL JUSTICE SYSTEM TO PROTECT CITIZENS FROM THE IMPACT OF CRIME. SUCH TOPICS AS THE COSTS OF VICTIM COMPENSATION AND COST FUNCTIONS FOR CORRECTIONAL INSTITUTIONS ILLUSTRATE THE RANGE OF ANALYSES, FROM THE BASIC IDENTIFICATION, QUANTIFICATION, AND SUMMATION OF PROGRAM COSTS TO THE STATISTICAL ESTIMATION OF COST FUNCTIONS. FINALLY, THE COST OF PRIVATE PROTECTION AGAINST CRIME IS EXAMINED, NOTING THE DIFFICULTY IN QUANTIFYING LARGE COMPONENTS OF SUCH COSTS.
