AN EVALUATION OF THE PROPOSED COMMUNITY CORRECTIONS CENTER IN FORT WAYNE, DISCUSSING THE CENTER'S PRETRIAL FUNCTIONS, DIAGNOSTIC AND POSTTRIAL FUNCTIONS, AND POSTULATED COST SAVINGS AND OTHER PREDICTIONS.
Abstract
BACKGROUND INFORMATION ON CORRECTIONS IN INDIANA'S REGION II IS FIRST PROVIDED. THE COMMUNITY CORRECTIONS CENTER, WHICH WOULD SERVE REGION II, IS ENVISIONED AS AN ALTERNATIVE TO CURRENT JAIL DETENTION AS WELL AS AN ALTERNATIVE FOR SOME PERSONS NORMALLY SENTENCED TO JAIL OR TO THE DEPARTMENT OF CORRECTIONS. IT WAS PLANNED TO PROVIDE VARIETY OF RESIDENTIAL AND NON-RESIDENTIAL DIAGNOSTIC, SUPERVISION, TREATMENT AND PRE- AND POST- RELEASE PROGRAMS. TWO MAJOR GOALS ARE LOWER COSTS AND REDUCED RECIDIVISM. THE ANALYSIS SHOWED THAT THE PER DIEM COSTS FOR THE NEW DETENTION COMPONENT WOULD EXCEED CURRENT AVERAGE DETENTION COSTS, AND THAT THE DAILY OPERATING COSTS FOR THE RESIDENTIAL COMPONENTS WILL BE HIGHER THAN STATE INSTITUTION COSTS. IT IS STATED THAT THE ANALYSIS DEMONSTRATES THAT THE EMPHASIS OF THE COMMUNITY CORRECTIONS CENTER'S CONTRIBUTION NEEDS TO BE PLACED ON QUALITATIVE FACTORS AND THE INNOVATIVENESS OF ITS APPROACH RATHER THAN DOLLAR SAVINGS. OBSERVATIONS OF DATA GAPS, DEFICIENCIES AND OMISSIONS WHICH IMPAIRED OR HANDICAPPED THE STATE'S ANALYSIS OF THE PROGRAM (BOTH IN CORRECTIONAL TERMS AND WITH RESPECT TO SYSTEMWIDE PLANNING, ASSUMPTIONS, AND EFFECTS) ARE ALSO NOTED.
