This special journal issue deals with the thin line between legitimate and criminal enterprises in the European Community, Chinese organized crime in New York City, crime and the multiethnic European society, and policing the deinstitutionalized mentally ill.
Abstract
The paper on legitimate and criminal enterprises describes and analyzes a major subsidy fraud against the financial interests of the European Community. The authors highlight structural impediments to the control of such fraud, draw parallels with other research on organized crime, and suggest that the distinction between organized crime and white collar crime be abandoned in favor of an enterprise model of crime. The paper on Chinese organized crime in New York City explores the structure of extortion and other forms of victimization based on a survey of 603 Chinese-owned businesses. The authors focus on the nature of Chinese criminal groups, the social context of gang extortion, social victimization processes, and merchant compliance with or resistance to gang demands. The paper on crime and the multiethnic European society examines relationships between race or ethnicity and crime and recent crime patterns in Europe. The final paper on policing the deinstitutionalized mentally ill looks at the expanded role of police as a community health resource. References, notes, and tables
