This report presents the Office of Justice Programs Corrections Program Office's (CPO's) Technical Assistance Plan for fiscal year 1998; it describes the technical assistance goals of the CPO, how CPO has been restructured to more effectively administer its grant programs and to address the technical assistance needs of the States, the programs administered by CPO, and technical assistance opportunities available to State policymakers and adult and juvenile correctional administrators and program managers.
Abstract
The CPO was established within the Office of Justice Programs in 1995 to implement the correctional grant programs created by the Violent Crime Control and Law Enforcement Act of 1994, as amended. Based on the input received from State officials and consistent with the Crime Act, CPO developed technical assistance goals for fiscal year 1998. The goals are to help the States increase correctional bed capacity for adult and juvenile violent offenders, develop effective strategies to manage increasing numbers of violent offenders serving longer sentences, implement truth-in- sentencing legislation and practices, and improve the quantity and quality of residential substance abuse treatment (including assessment, relapse prevention, and aftercare) for offenders as a means of reducing drug abuse and criminal activity in prisons and in the community. Other goals of CPO technical assistance in fiscal year 1998 are to develop and implement drug testing, sanctions, and treatment policies and procedures that meet mandated drug testing requirements; to improve coordination and cooperation among State and local correctional and public health agencies to enhance their ability to prevent, diagnose, and treat tuberculosis among offenders and to reduce the spread of the disease within correctional institutions and in the community; and to create juvenile detention facilities that effectively address the needs of tribal youth. The plan presented in this report describes the requirements for each of the grant programs administered by CPO; a description of related conferences, workshops, and training scheduled or planned for fiscal year 1998, and a list of the types of technical assistance that could be tailored to the needs of a particular jurisdiction.
