This report documents the current status of the Department of Corrections and provides information on the correctional system, management priorities and issues, and budget and legislative proposals.
Abstract
Between 1983 and 1992, 4,069 beds were added to the Kansas correctional system either through new facilities, expansions at existing facilities, or conversion of facilities originally constructed for another purpose. General fund expenditures for the Department of Corrections total $159,295,759 for fiscal year 1993. Approval of the Kansas Sentencing Guidelines Act in 1992 necessitates examination of the department's approach to management of the inmate and parole populations. Policies currently under review include offender incentives, program participation, work assignment, good time awards, parole revocation, and other basic offender management policies and procedures. To facilitate a successful return to the community, the Kansas Department of Corrections provides direct program services to inmates and parolees in the form of appropriate educational, treatment, and work opportunities.
