APPLICATION OF INFORMATION SYSTEM TECHNOLOGY TO CORRECTIONAL MANAGEMENT OF SPECIFIC OFFENDER CASES WITH REGARD TO CASE AND MANAGEMENT DECISIONS.
Abstract
THE FIRST VOLUME OF A SIX-PART SERIES DESCRIBES THE MODULAR APPROACH TO THE PROBLEM, AND INTRODUCES A SERIES OF INFORMATION SYSTEM MODELS FOR THE MANAGEMENT FUNCTION. AN ANALYSIS OF CORRECTIONAL MANAGEMENT ROLES RESULTED IN DETAILED SPECIFICATION OF THE MANAGEMENT PROCESSES OF PLANNING, OPERATIONAL CONTROL, ACHIEVEMENT ASSESSMENT, AND EFFECTIVENESS EVALUATION. COMPUTER RETRIEVAL MODELS WERE DEVELOPED FOR SPECIFIC NEEDS IN THESE AREAS, WHICH WERE DIVIDED INTO THE OFFENDER CONTROL AND REINTEGRATION SYBSYSTEM, THE MANAGEMENT SUPPORT SERVICES, AND THE OFFENDER CARE PROCESS. THE FIRST SIX MODELS, WHICH PERTAIN TO THE CASE EVENT SYSTEM, WERE THE MOST THOROUGHLY DEVELOPED. THEY BEGIN WITH A SIMPLE, LIMITED, INFORMATION CAPABILITY AND PROGRESS TO A POWERFUL MEANS FOR EVALUATING PROGRAMS AND ASSISTING CASE - DECISION MAKING. OPERATIONAL CONSIDERATIONS ARE ANALYZED FOR POTENTIAL SYSTEM USERS IN THIS VOLUME. INCLUDED ARE OFFENDER DATA FILE STORAGE REQUIREMENTS FOR EACH OF THE SUGGESTED MODELS, COMPUTER PROGRAMMING DISCUSSIONS, AND AN INTRODUCTION TO TELEPROCESSING COMMUNICATIONS. EACH PROGRAM IS SUPPORTED BY AN OFFENDER EVENT FLOWCHART (S) WHICH DIAGRAMATICALLY ILLUSTRATES THE FLOW OF THE OFFENDER CORRECTIONAL PROCESS UNIQUE TO A SPECIFIC PROGRAM, AND ALSO IDENTIFIES THE POINTS OF OCCURRENCE OF EACH OF THE OFFENDER CASE EVENTS ASSOCIATED WITH THE PROGRAM. THE PROGRAM NARRATIVES DESCRIBE IN DETAIL THESE CORRECTIONAL PROCESSES WHILE THE ASSOCIATED SET OF EVENTS ARE DEFINED AND IDENTIFIED ACCORDING TO THEIR RESPECTIVE FLOWPOINTS OF OCCURRENCE. THE LIST OF EVENTS IS ORGANIZED, SEQUENTIALLY, BY TYPE OF PROGRAM. EACH OF THE SIX PROGRAMS HAS A UNIQUE PROGRAM CODE, AND WITHIN A GIVEN PROGRAM, THE EVENTS ARE SEQUENTIALLY CODED DOWN TO THE SUB-EVENT LEVEL.
